It is possible to understand and interpret policies through various theoretical propositions. The theory that organizations strategically respond to externally enforced systems in found not only in the adoption of systems but also in the authenticity of utilization. In this study, the phenomenon that the employment system for the disabled widely introduced by public organizations in Korea, cannot be actually established was defined as policy decoupling and analyzed the causes and influencing factors of this phenomenon from an institutional point of view. As a result of the analysis, 394(54.5%) public institutions out of 721 public institutions fell short of the government standard of 3.4%, and 45 institutions with 0% employment rate. And a result of logistic regression analysis to identify the factors influencing decoupling between the formal system and realistic operation of the mandatory employment system for the disabled, it was found that four variables(institutional field, organizational field, union effect, location effect) statistically affect the increase in odds. This study is meaningful in that it provided implications for the government’s policy management by identifying and considering institutional decoupling phenomena selected by organizations in designing and implementing employment policies for the disable.

This study began with the perspective that the proactive public administration of public officials is not determined by specific factors, but that they can be changed by the level of competency possessed by the entire organization. For this, an empirical study was conducted to statistically analyze the influence of organizational competency on proactive administration. The results of this study can be summarized as follows. First, it was shown that resource provide competence does not affect the proactive administration of public officials. Second, it was shown that change management competence, communication competence, and performance management competence have an effect on the proactive administration of public officials. Third, it was shown that performance management capabilities have the highest influence on the proactive administration of public officials. Overall, it was shown that internal motivation factors influence proactive administration. These research results are expected to contribute to the theoretical development of explaining the job behavior of public officials from perspectives of organizational competency.

The outbreak of COVID-19 pandemic has caused a health-care emergency, which requires the urgent distribution of effective, affordable and well-timed care to the public. In dealing with the COVID-19 pandemic, some government responses have been more effective in terms of preventing, suppressing and reducing the virus than others. South Korea has regarded as a model for preventing the widespread of the COVID-19 pandemic effectively. South Korea has compressed the sudden increase of the disease by integrating testing, early isolation, the free treatment of infected cases, and also the search for possible infected cases through digital technologies without taking to lockdown measures. The most impressive preventive measure has been social distancing that has effectively mitigated the spread of the COVID-19 pandemic in Korea. However, though the Korean government’s responses to the COVID-19 pandemic and preventive measures, such as social distancing, have seemingly been very effective, they have affected differently among demographic groups in Korea economically as well as socially. The study attempts to illustrate the Korean government’s preventive responses and measures against the COVID-19 pandemic, particularly in terms of social distancing rules and guidelines. It considers not only those governmental actions, but also their effects on demographic groups in Korea.

This paper tried to find other explanatory factors that are easy to miss when discussing the policy formation process of the 3 kindergarten laws by focusing only on the flow of politics, and conducted a study using related literature and newspaper articles. As a result of the analysis, first, when the policy formation process was divided into three periods, different aspects were found for each period. In the process of introducing the amendment to the Kindergarten 3 Act, the actions of the group trying to turn the related issue into an important agenda and the group's actions were socially recognized, and a policy leader emerged as an important actor. In the process leading up to the resolution of the expedited agenda, the institution of the National Assembly influenced the behavior of interest groups and policy entrepreneur. In the process of passing it in the plenary session of the National Assembly, opposition from interest groups against the policy was strongly expressed. Second, the importance of interest groups that can represent the voices of actors belonging to potential interest groups. The emergence of new interest groups reduced the influence that existing interest groups exercised in the policy formation process. Third, the expedited agenda institution has great significance as an institutional device that bypasses the point of rejection when the standing committee of the National Assembly acts as a point of rejection. Fourth, policy entrepreneur informed that socially neglected tasks were important agendas and played an important role in confirming them as decision agendas. It can be said that the point of explaining the policy formation process in relation to the expedited agenda institution with the concept of refusal point is meaningful from a policy standpoint.

Korea is one of the most rapidly aging societies among OCED members, accordingly, the importance of life quality and psychological health of the elderly has been emphasized both in academic and public discourse. The purpose of this study is to assess the psychological health of the elderly and the welfare policies for the elderly in Korea from the perspective of social cohesion as a comprehensive and systematic way in three dimensions: 1) inequality, 2) social capital, 3) governance. The empirical analysis result suggests significant positive associations between psychological health of the elderly and three dimensions of social cohesion. Based on the evaluation of the welfare policies for the elderly from the social cohesion perspective, following policy implications are proposed. First, it is imperative to encompass the marginalized elderly population. Second, to address digital inequality issue, information accessibility for the elderly should be enhanced through digital literacy education. Lastly, the opportunities to participate in policy process should be ensured for the elderly.

The purpose of this study was to examine the mediating effect of Self-Esteem and Matured Aging Attitude on the relationship between Social Support(Family, Other Residents, Staff) and Residents Satisfaction of long term care facility among the elderly. To this end, the questionnaire from 348 people living in nursing homes was analyzed. As a result of analysis, Family and Staff Support, Self-Esteem and Matured Aging Attitude are directly affect the Residents Satisfaction. The analysis resulted confined the mediation effects of Self-Esteem and Matured Aging Attitude in the relations between the Family Support, Other Residents Support and Residents Satisfaction of the elderly. Based on these findings, intervention programs for increasing the level of Self-Esteem and Matured Aging Attitude of the elderly suggested.
